2026 Distinguished Contribution Award Recipients

Suma Balagopal
TESL Ontario is pleased to recognize Suma Balagopal as the 2026 recipient of the Distinguished Contribution Award, honouring nearly two decades of exceptional service, leadership, innovation, and commitment to the advancement of English language education in Ontario.
Since beginning her work in the LINC sector in 2007, Suma has consistently looked beyond the boundaries of her classroom and her formal responsibilities to find new ways to support learners, strengthen teaching practice, and build a more connected and inclusive profession. Her contribution is distinguished not by a single accomplishment, but by the remarkable breadth, continuity, and generosity of her service.
Suma has been a champion of innovation in language education, particularly in making technology work for learners rather than simply introducing technology for its own sake. She played a key role in her organization’s transition to virtual and HyFlex learning, helping colleagues and learners navigate new approaches while keeping accessibility and learner success at the centre. She subsequently shared that experience with the broader profession through TESL Ontario presentations, a Contact article, and professional development.
Her commitment to developing educators is equally significant. Suma founded the Teachers’ Huddle, creating a community of practice where instructors can exchange ideas, address challenges, and learn from one another. Her leadership has helped turn individual experience into shared professional knowledge. She has also contributed to the development of a Digital Skills Curriculum for LINC learners, integrating digital literacy with language learning, the Canadian Language Benchmarks, and PBLA.
Suma’s service to TESL Ontario spans more than a decade. She served on the Social Media Content Committee for eight years, contributed as an inaugural member of the Diversity, Equity and Inclusion Committee, presented at conferences and professional development events, and continues to contribute as a 2026 TESL Ontario Ambassador.
Her impact extends beyond professional circles. Through English Conversation Circles, community partnerships, cultural activities, and ongoing support for former learners, Suma has helped newcomers practise English, build relationships, access opportunities, and develop a sense of belonging. Her students’ achievements – including three consecutive years of Grand Prize recognition in TESL Ontario’s ESL Week contests – offer just one tangible reflection of the impact she has had in the classroom.
For nearly twenty years, Suma Balagopal has consistently shared her expertise, lifted up those around her, embraced innovation, and strengthened the communities she serves.
For her extraordinary and sustained contribution to learners, educators, TESL Ontario, and the broader English language training sector, TESL Ontario is proud to present Suma Balagopal with the 2026 Distinguished Contribution Award.

2026 Sparks of Excellence Award Recipients

David Boughton
TESL Ontario is pleased to recognize David Boughton as a 2026 recipient of the Sparks of Excellence Award, honouring his exceptional commitment to educational excellence, teacher development, mentorship, and the creation of meaningful learning experiences for both students and educators.
Throughout nearly two decades in English language education, David has consistently gone beyond the day-to-day responsibilities of academic leadership to support the growth and success of those around him. As a teacher, academic leader, curriculum developer, and mentor, he has helped hundreds of educators strengthen their practice while fostering learning environments where students and colleagues alike feel supported, respected, and valued.
A defining feature of David’s work is his commitment to developing the next generation of English language educators. At Bayswater Toronto, he played a leading role in establishing a practicum-friendly environment that became an official ONTESOL Practicum School. Through classroom observation, thoughtful feedback, guidance, and encouragement, he has provided teacher candidates with opportunities to develop confidence and professional competence in a supportive, real-world setting.
His commitment to mentorship extends throughout his career. At ILAC, David hired, trained, and supported more than 400 ESL teachers, providing professional development, coaching, and opportunities for growth. In other leadership roles, he has consistently shared resources, teaching strategies, and practical expertise, helping colleagues develop not only as educators but also as future leaders.
David’s impact is equally evident in the culture he creates. He leads with professionalism, fairness, empathy, and genuine care for others, fostering collaboration and open communication across teams. The trust he has earned from his colleagues speaks volumes: in Bayswater Toronto’s annual employee survey, 100% of instructors reporting to David indicated that he demonstrates respect, professionalism, and strong leadership.
David also shares his expertise beyond his workplace through TESL Ontario presentations and professional learning opportunities, extending his commitment to educator development across the broader TESL community.
For his exceptional mentorship, people-centred leadership, dedication to professional growth, and unwavering commitment to helping others succeed, TESL Ontario is proud to recognize David Boughton with the 2026 Sparks of Excellence Award.

2026 Volunteer of the Year Award

Dr. Plamen Kushkiev
TESL Ontario is pleased to recognize Dr. Plamen Kushkiev as the 2026 Volunteer of the Year in recognition of his exceptional generosity, leadership, and sustained commitment to supporting educators and strengthening the English language teaching profession.
For nearly two decades, Dr. Kushkiev has shared his knowledge, expertise, and enthusiasm with colleagues through presentations, workshops, professional learning opportunities, and volunteer service. His contributions extend well beyond simply delivering professional development: he encourages educators to question, reflect, experiment, and grow.
His volunteer service with TESL Toronto and TESL Ontario has included serving as TESL Toronto Member-at-Large and Membership Secretary, contributing to the TESL Ontario Colleges & Universities Committee, serving as a TESL Ontario Ambassador, and supporting the SoTL-ESL Community of Practice and Talk Series. In each role, he has demonstrated the same qualities that define his volunteerism: reliability, collaboration, initiative, inclusivity, and a genuine desire to help others.
Dr. Kushkiev has also repeatedly stepped forward when his community needed him. He has helped organize major professional events for TESL Toronto, including T4T, TOSCON, and the annual Employment Event, and served as co-chair of the T4T 2026 Conference. When an unexpected vacancy arose in the T4T leadership team, he readily stepped into the co-chair role, taking responsibility for presenter scheduling and event coordination and helping ensure its success.
His commitment to sharing knowledge is particularly evident in his work around educational technology and artificial intelligence in language education. Through presentations and one-to-one conversations alike, he generously shares what he learns and helps colleagues consider how emerging technologies can be used thoughtfully, ethically, and effectively.
What distinguishes Dr. Kushkiev most is not simply the breadth of his volunteer service, but the spirit in which he provides it. He makes time for colleagues, supports fellow volunteers, creates opportunities for educators to connect and learn, and consistently looks for ways to make the profession stronger.
For his outstanding generosity, leadership, collegiality, and ongoing service to the TESL community, TESL Ontario is proud to name Dr. Plamen Kushkiev its 2026 Volunteer of the Year.
